Same pattern as balam/forgejo-runner/ojo-forgejo: ojo-forgejo scans on
every push (scoped to main) and PR, balam-forgejo uploads findings to
Balam on push to main (uses itself for the upload step). product:
balam-forgejo, engagement: CI Scans.

Needs BALAM_URL and BALAM_TOKEN added as repo secrets.
