Migrating this workflow to colibrisec/forgejo-workflows silently stopped PR comments from the OJO scan. Reverting to inline until the reusable workflow's context-loss issue is understood.

Same fix as colibrisec/balam#20 and colibrisec/balam-forgejo#8.
