• Clarify MCP fallback registration path logic in skills/balam/SKILL.md
• Broaden the skill's trigger description with concrete synonyms
• Add skills/balam/evals/evals.json with 9 sample eval prompts
• Add README.md, LICENSE (GPL-2.0-only), and repo metadata to
  plugin.json/marketplace.json
• Add a validate CI job to check manifest JSON and SKILL.md frontmatter
• Bump plugin version to 0.2.0 and add CHANGELOG.md
