Adds pyproject.toml with a balam-mcp console-script entry point so claude mcp add balam -- uvx --from git+<repo> balam-mcp works with no manual clone — matching what the balam-skill plugin's SKILL.md already documents as the preferred registration path.

  • Add pyproject.toml (deps + entry point); server.py untouched so the skill's local-checkout fallback still resolves.
  • Drop requirements.txt (superseded by pyproject.toml); add uv.lock for reproducible local dev.
  • Ignore .venv/, dist/, *.egg-info/.
  • Update README setup/registration instructions.

Verified: uv build produces a valid wheel, the built balam-mcp console script resolves to server:main, and uv run test_server.py passes.

  the skill's local-checkout fallback path still resolves.
- Drop requirements.txt now that pyproject.toml is the single source of
  dependency truth; add uv.lock for reproducible local dev.
- Ignore .venv/, dist/, *.egg-info/.
- Update README setup/registration instructions accordingly.

Verified: `uv build` produces a valid wheel, the built `balam-mcp`
console script resolves to server:main, and `uv run test_server.py`
passes.
